Is Robbie the Robot's voice powered by a Spin-n-Say toy?

I was re-watching Forbidden Planet recently, and I noticed that right
before every line Robbie the Robot said, there was a pause and a
whirring sound identical to that of the spinning arrow on a Spin-n-Say
toy (you know, the ones where you pull the lever, and the big plastic
arrow spins arround, and it says "The cow goes...".) Also, his voice
is similar for that of the voice in a Spin-n-Say toy (right up until
the animal noise).

Has anyone else noticed this? Is the whirring sound ever explained?
